Ask your local FBO at the airport to check recent NOTAMs. Likely the
bulbs on those towers are burned out and have not been replaced yet.
Until they are replaced the NOTAM will tell you the tower is dark
assuming the problem has been reported to the FAA...as it must be to
avoid the fine process. As Steve said, it gets VERY expensive fast to
ignore the FAA regs.
There are people in virtually every community who get paid to watch
tower lights and report when they go dark. Most towers are visually
checked on a weekly basis, if not constantly monitored electronically.
