If it is only a height restriction and that restriction is decent, like
50 or 60 feet or so, I might be inclined to put in a crankup tower. Run
it at the restriction height for awhile until folks get used to it being
there. Then you may be able to crank it up higher and no one will bother
you. If they do just crank it back to legal height and live with that.
