The code is actually fairly silent on this kind of thing. You need to have a
listed Antenna Discharge Unit, which virtually no hams do. The usual HF
PolyPhaser or ICE units are not listed for this application. The feedline has
to be enclosed in a continuous metal shield (the coax shield doesn't count,
that's only for Cable TV) which has to be bonded with the house's grounding
system using appropriately sized wire.
Bringing the feedline in from underground is a bit different than the usual
scheme. You need to have the bonding/grounding point of the feedline at the
point of entry, but off hand, I'm not sure if that's at the tower (in the
original poster's situation) or where the conduit comes into the house.
