Of course that is true, and that is the nature of the
standard. But traceability includes the type,
specification and supplier of the component parts of
the cable (and their suppliers). So, for example, the
polyethylene used for the inner jacket is forced to
have a particular chemical formulation. That does in
practice tie things down fairly tightly.
