The models have changed. The structural engineers follow the standard
EIA/TIA-222 which has been updated from "A" through the current "G" over at
least 30 years. 222F used the fastest mile of wind to calculate pressure on
the structure. Now 222G uses a 3-second gust, somewhat more stringent.
Wouldn't be surprised if lawsuits contributed to the changes!

It appears that wind load calculation methodologies must have changed over
the past 20 years.
Purely anecdotal but it seems the same tower models have been derated over
time.
Has the method changed or have lost law suits caused a shift?
