I'm no welder nor a metalergist.
It would seem to me that the experience I was exposed to in 39 years of
maintenance in chemical industry that a welder experienced in stress relief
would be able to make a good judgement and possibly the needed repair.
Good luck. Sure seems a waste to just replace the tower.
