Even after you've done all this you may not be in the clear.

In a number of subdivisions here on the East Coast you may not find a single 
word about towers or antennas in the CCRs.  But you often find a phrase that 
states that the homeowner must comply with "neighborhood architectural 
guidelines" (or some such phrase) which in most cases prohibit antennas or 
towers or make it so restrictive that you can't get one up.
