Specs are one thing. Real world, will it handle it? Depends on wind load. I
have one 30' above the highest
bracket with 2 stacked 11el 2 meter beams, 1-5el 6 meter and a 1-17'
vertical with a Ham IV. 900 Meg Omni and
a UHF side mounted.
Went thru 3 hurricanes on 04 and is still standing. I have worked for a
tower company as a 3 state Territory
Supervisor for 10 years now in Operations. Climbed broadcast years before
that. I have seen worse.
Like Steve says, it depends on allot of things.

Current Rohn specs let you be 15 feet or so above the top
housebracket so yes, you need to guy the top of the tower. I don't know
what your
local windspeed conditions or proposed antenna load is so that might come
into play too.
