I believe the individual is solely responsible for his/her behavior and that no
lack of "guidance" from the dx station can be properly blamed for producing bad
behavior. It stems from a lack of self discipline in the individual. I do agree
that the dx is capable of "managing" the situation, even to the point of
qrt'ing if necessary.
