In reference to the TT 238 tuner. It is not a T type tuner. Rather it's an
L network. It will match a much wider range of impedances than a T type
tuner. Next: Putting the balun on the input side of the tuner would
require a balanced tuner thus an extra coil and capacitor which would
practically double the cost if the same impedance range were covered. The
Johnson tuner used link coupling and had a rather narrow impedance range
in comparison to the TT L network. 
The L network provides superior harmonic supression in comparison to the T
network used by MFJ and other manufactures however, since it acts as a low
pass filter, it does not attenuate broadcast band signals as well as a T
network.
As for saturated baluns....You usually run in that when trying to match a
very low impedance. Trying to load an 80 meter dipole on 160m will make
the balun heat up. Keep this in mind when designing the antenna system. 

The smaller TT tuners were T types but not the 238. 73
