Why not?  If someone wants to run a wide-fi signal on an otherwise
unoccupied frequency segment, why not?  Clearly, at some point rules about
interference and good practice, etc. come into play.  But what difference
would it make if at 2:00p in the afternoon, in a desolate 75M landscape,
someone runs a hifi signal?

Why bother, if no one is listening? If a tree falls in the forest, will it make a sound if no one is there to hear it?
