Does the present master oscillator plug in? You may only have some oxidation on the contact pins or jacks. Unplugging the sub assembly or the cable if so equipped may be all you need. With power off, open up the radio to gain access to the crystal oscillator area. Determine if the cabling is of the plug in type. Look for any loose fit in the plug and socket or pins and jacks. Un-plug, spray on some DeOxit cleaner, and restore the part to the plug in location. Inspect before finishing the task and make sure solder on the contacts and parts on the oscillator board including the crystal seem sound and shiny.

This all will cost you nothing but some time; and inspect soldering with a magnifying glass and strong light.

If that does not cure the radio, then maybe a new TCXO will.
