Its normal for ten to sound quiet under the band conditions we have now. 
There are less atmospheric noise effects at the higher frequency bands.
I would keep trying the band at different times of the daylight.  That is 
when 10 is most active.  You also might put up a simple 10m vertical dipole 
hanging from a tree for more DX capable reception.  The low end can be 4 
feet from the ground.  Or more if you can.
