[Trlog] New England QSO Party DOM files

The DOM files for the New England QSO Party appear to have been excluded from 
recent TRLog distributions.  

The last file that included neqso.dom and neqsow1.dom was all673.zip.  Those 
two files were first included in all665a.zip, when support for the New England 
party was first added.

This may or may not present problems, depending on which versions have been 
unzipped on a particular machine.
