The way I handle it is this:
ME: CQ TEST W6WRT W6WRT CQ
HIM: W6WRT 599 <garbled> W1ABC
ME: AGN AGN
HIM: <garbled>
ME: AGN AGN
(repeat as necessary)
When I finally get his report ONLY THEN do I send my report. If I never get
his report, I wipe the Q and start CQing again.
Works for me.
