I didn't see any in RU this time  but I usually see a few in other contests 
where
the RST is not 599. I have seen comments from contest committee members
at different times saying that that part of the exchange is indeed checked.
Just because N1MM, for example, only sends 599 doesn't mean other loggers
can't send something other than 599.
