You may want to dig a bit deeper and read the committee reports from
that meeting. The HF Band Planning
committee recommends giving Novices and Techs data/RTTY privileges on
80m. Technicians are the largest
US license class and I'll bet most are only in it for the "vest" and
wacker lights but make up your own minds.
Also check the A2 appendix on the Admin and Finance committee....seems
they don't know who to represent.
