I think you are correct in what the TAC is looking for, but some of the
questions are aimed at a methodology for studying the problem. Only a
few questions are aimed at technical studies on the subject. I am
afraid if not many people respond, the conclusion will be that there is
no problem and nothing will be done. One could just copy the question
part of the TAC request and just answer the questions that they are able
to answer. A few questions answered is better than no response at all.

great if ARRL could provide this instruction.
