Turns out it was a bad lightning arrestor (as several suggested)
In a fine ARRL book by an experienced power line noise engineer that I
bought about 20 years ago, the author observed that almost all noise
generated by power systems is the result of something failing, resulting
in arcing, insulators being a common one.
Several years ago, Jeff, AC0C, alerted us to the use of MOVs in
distribution lines, and noise resulting when they fail. He sent photos,
which I added to my applications note on chasing noise.
