[Karlnet] Retransmits

Has anyone seen a problem where the signal strength is perfect on a link and TC 
station entries lists all messages at Excellent transmit rate and yet the 
station has retransmissions that equal the transmitted packets. 

Performs very poorly of course.. but channel changing doesn't change the 
problem.
