[ct-user] CT 9.39 Post-contest outputs

I'm confused (go figure) - it seems both WRITELOG and WRITEARRL create
the correct *.LOG file for ARRL.  A DOS FileCompare shows no
differences.  The other files seem the same, too (.sum, .brk, etc.) .

So what IS the difference?  Or is there one anymore (maybe there once
was?)
