I don't know what's fixed in 9.13, but here's the tail end of the release
notes:

9.10a

* This is the big October release!

* DVPPATH was broken and had to be repaired at the last moment.

* serial numbers in WPX and SS when switching radios have been fixed.

9.11

* This fixes the radio 1 startup problem for computer controlled radios.

9.12

* This fixes a problem when two ICOMS with different model numbers
are used.
