Hi Russ, I've never tried this, but you're right, it doesn't seem to work.
However, this is a work-around:
1. Save your copy of CQWW.CTY to a safe place.
2. Rename IARU.CTY to CQWW.CTY.
3. Run CTYHDG CQWW, then enter your latitude and longitude.
4. Rename CQWW.CTY to be IARU.CTY.
5. Restore your saved copy of CQWW.CTY.
This will create an IARU.CTY with beam headings.
