I think the suspected situation was NOT that one person ran one or two
remote stations. I think he suspected that one person, sitting in one
country and using one station in that country, used another callsign
that was not for that country.
I have heard this in pileups. A station works some DX and then another
station with the exact same signal strength, signal qualities and
voice/Morse characteristics calls the DX with a callsign from a
different country.
