[CQ-Contest] If Contest X Is Not Your Favorite

This topic "Contest X was boring" comes up periodically on the PVRC email 
reflector, and I was writing a short piece for the PVRC newsletter to address 
it. Given the thread here, I wanted to push it out earlier. It is a sort of 
decision framework for finding fun contests.
