Sure if the contesters have to compete in the Formula One races over the years in order to qualify for WRTC to compete with partner 2nd OP riding the motorcycle in the NASCAR WRTC.
How about having qualifications the same way that the final event is run 
- qualify riding motorcycles too???
Way back I suggested to have local, regional qualifying "WRTCs" using 
"motorcycles" - same station setup as will be used in WRTC, or even WRC 
(single OP).
Station criteria can be used to specify station setup as you can use 
anything and any power if you can fit it in the one Airlines limit 
package of 50 lbs. Sponsor can provide 1kW generator, table, chair and 
antenna mast.
It is up to the contester to configure the station, rig, amp, 
(antennas), computer, etc. This would also encourage expedition and 
emergency operations. Incorporates station design and operating skills.
It also would help to use different contest for WRTC. IARU with all the 
HQ multipliers running all bands, kWs, wall to wall CQing makes it tough 
for puny WRTCers to find the good spot.
I proposed this way back, but seems that Ham Radio Logic is different 
from other sports and we end up with sometimes weird situations and 
lopsided rules. Then we wonder why are we getting old and losing young 
hams besides our hair. 
Any hope that change could be made? Bring it up at the WRTC in between 
the beers.
