The rules are listed on the site as follows:

select the correct rules ...FOR THE CONTEST IN QUESTION 1997 & 1998 JAN
SS
contained with in this document it STATES THAT THIS GIVES THE COMPLETE
CONTEST RULES below !!!!!!!!!!! (for 1997 JAN SS)
Being the complete rules for the JANUARY 1997 VHF Sweepstakes
Page 2 of 9 !!
In the EMAIL from ARRL : THU, 11 Dec 1997 14:28 , sent to N2ODU by the
party that states The rules were reorganized by HQ staff.
As the original EMAIL was regarding the upcoming 10 meter contest and
rule changes above 30 MHz and below 30 MHz.
There could be confusion in this EMAIL regarding the statement that is
contained within by the ARRL party in which it address only the below 30
MHz contest which the statement is made :
"There are no new rules here. These have only been reorganized"
AS SUCH, The 1998 rules change as I read the 1997 versa the 1998 JAN VHF
Sweepstakes by these changes ........
1997 JAN SS
1. (a) There was no restriction on single op using a transmitter being
keyed on (SEPARATE ) bands at the same time for CQ or contact purpose
while another TX was keyed and continued to call cq !!!!!
(b) **** DO NOT take this as more than one transmitter was allowed
on the same band at the same time ***..For years this was a rule
violation !!!
2. (a) 1997 rules the retransmitting of signals between bands was
allowed !!!
( NOT FOR CONTACT or SCORE count of contest log )
DO NOT TAKE THIS AS inband or same band retransmitting was allowed.
IT WAS A VIOLATION of rules !!!
BUT for antenna alignment is what I used that for on the upper bands ..
(b) JAN 1998, IT IS A violation of rules if this is allowed !!!!
3. (a) The rules are now 3 different documents that need to be cross
correlated as to the rules that apply to any contest situation ........
(b) In the JAN 1997 rules
6) Use of FM: Par 1. Retransmitting either or both stations or use of
repeater frequencies is not permitted.
THIS IS REPLACED BY:General Rules for ARRL Contest on bands above 50
MHz Par 7.
Retransmitting either or both stations, or use of repeater frequencies,
is not permitted.
See the impact of this on # 2. Above !!!!
ADDED by General Rules for ARRL Contest on bands above 50 MHz
1. Single Operator:
1. Use of spotting assistance or nets (operating arrangements
involving other individuals,
DX-alerting nets, Packet Cluster, etc.) is not permitted.
2. Single Operator stations are allowed only one transmitted
signal
at any given time.
3RD Document of contest rules is:
General Rules for All ARRL Contest
This is long and such the document should be read by each person
for the content within.
********************************************************************************
To the best I have tried to point out the MAJOR changes of contest rules
regarding VHF contest for JAN 1998 SS .. In the attempt to reduce
confusion that is occurring.
It's up to the members in a logical manner to express their opinion to
the ARRL staff on agreement or changes need before the next contest JAN
1998 SS ......
