The rules as referenced below show two methods of log submission:
1) e-mail address: logs@rdxc.org (attach log)
2) web upload: http://www.rdxc.org/asp/pages/wwwlog.asp

I don't know about "directions from 3830" but I submitted my log via
http://www.rdxc.org/asp/pages/wwwlog.asp and got a confirmation E-mail within
seconds.
List of received logs is at http://www.rdxc.org/asp/pages/logs.asp and I note
my call is there but yours is not.
