[CQ-Contest] Cabrillo to CT .BIN file conversion, take 2

I think I have a Cabrillo converter that writes native CT10 .BIN files.  It
should work for ARRL DX and CQWW, probably IARU and WPX also.  It's a
command-line program that works in Windows only.

If you're interested in testing it, please reply to me privately and I'll send
you a copy.  Some time after 0000Z on 31 October.
