[CQ-Contest] Cheap full output amp?

I assert that the best bargin in contesting amps in a clean used SB-220 with
a Harbach fan.  They run about $550, plus the fan.  The problem is that with
100 watts driving it, an SB-220 with good tubes will only put out about 1200
watts, less on 10 meters.

So here is the question - forgive me if it has been asked and answered in
the past.

What is the best bargin in legal limit (1500 watts PEP out on SSB)
contesting amps?
