[CQ-Contest] rdxc update to n1mm logger and live scores

This version contains a lot of changes.  With RDX coming up, please test 
using this contest.  RX9TX has provided an updated oblast.sec file, and 
it is loaded automatically.  To test, enter UA6G and see if the default 
oblast is ST.

I just tested this with the live scoreboard and the posts now show on the
test page.  If you are going to participate in RDXC this weekend please get
the latest update and post your scores to http://www.getscores.org/
