PVC isn't the best material for the job: if you can get some fibreglass, that's
much better - less loss.
I never throw out old (dead) tubes until the bases have been taken
off.......I've got a number awaiting debasing at the moment. No 5 pin ones,
though.
One or two of the deads are 83's. They've got mercury in, so I could have a
disposal problem. Usual method is to wrap the tube in newspaper and hit with
hammer, then sort out with pliers to keep the base. Not too sure about the
advisability of so doing with the 83s, though. Over here, as far as I know,
there isn't a limit on what you can put in domestic rubbish.
