As I understand it - if something has been previously sold (technically
'put on the market') within the EU before July, it's ok to resell it. If
the individual item is new to the EU market, it has to be compliant
after July, even if it's vintage.
The public are not expected to be aware of the rules, so private
purchases or sales will be ignored, but if it's a business either
importing or selling, then the rules apply - and lots of private trading
is likely to be seen as a business if someone decides to take a close look.

The EU beaurocrats have screwed it up for you. This started as something
to limit lead going into landfill in thousands of mobile phones and MP3
players etc. Bit by bit exemptions are being ended, and the
interpretation of the printed regs. is being tightened. The net has
turned into a sieve and it's making life hell for small engineering
companies like mine.
I'm desperately hoping that someone will tell me my interpretation is wrong.
