Most older or surplus meters were calibrated for a steel panel.  When 
you use them on an aluminum panel, they read wrong....I *think* they 
read low in a non-ferrous panel, but I can't swear to it (someone else 
will know).

If that's the case you might be able to improve the accuracy by cutting 
out a steel ring (O.D. maybe 1/2" or more than the I.D.) and putting it 
around the meter in back of the aluminum panel.

Just a thought.
