That is simply wrong Ian if the write of that pearl is implying a 
negative lead glitch resistor is any different than a positive lead 
glitch resistor.

The filament transformer sees exactly the same "glitch voltage" no 
matter what lead of the supply the glitch resistor is placed. The 
only potential problem is insulation of the negative rail between the 
filter capacitors and the glitch resistor.
