That's where I'd start. Is there a ground loop through the AC supply, for 
instance? I've seen this sort of thing happen when you get a current on the 
outside of the coax, and the effects show up more at high power - I suppose 
because the magnitude is greater. Another possibility is some harmonic output 
from the amp. But I've seen from funny things with ground loops that misbehaved 
at high power, but not at low.
