?  It's a DC bleeder path for removing static charge from the antenna.  
The nice thing about a resistor in lieu of a choke is that it is not a 
tuned circuit on some frequency.   In the Ugly Amplifier, a 50uH solenoid 
choke provides a DC bleeder path to ground.  50uH was used because it is 
the highest inductance choke that has no resonances inside the HF range.  
//  The explanation that such a choke prevents HV from appearing on the 
antenna (in the event that a DC blocker capacitor fails) is yet another 
"old wives' tale"  because typical Load capacitors arc  at well under 
2000v
