Well..... not exactly worldwide....
Norway: regulated lo-band military frequencies are from just below 73 Mhz
to just above 78 Mhz
78 to 87 is other traffic,- as I said...
Apart from that military operations are free to use any frequency they like
in a situation that requires so...
